What Peppol is
Peppol is a set of specifications and a network for sending structured documents — invoices, orders, catalogues — between organisations. It is the backbone of cross-border e-invoicing in Europe and beyond.
Participants do not connect directly. Each connects to a certified access point, and the access points route documents between each other.
The BIS profiles
A Business Interoperability Specification (BIS) defines what a document must contain for a given purpose. Peppol BIS Billing 3.0 is the invoice profile; it builds on the European semantic standard EN 16931.
The document carries a customization identifier naming the profile, so the receiver knows which rules to validate against.
UBL and CII
Peppol BIS Billing is published in UBL and in the UN/CEFACT Cross Industry Invoice syntax. The same invoice can be expressed in either; the semantic content is the same.
Where validation fails
Most rejections are structural or arithmetic: a missing customization identifier, an unregistered endpoint scheme, or a payable amount that does not equal the sum of the lines. A validator checks the profile rules and the totals before the document leaves.
