What is EU CBAM (Regulation (EU) 2023/956)?

The Carbon Border Adjustment Mechanism (CBAM) is the European Union’s landmark climate policy designed to equalize the price of carbon paid for domestic EU production under the EU ETS and imported goods entering the EU from third countries.

Which product sectors are covered under CBAM?

CBAM covers six carbon-intensive sectors: (1) Iron and Steel, (2) Aluminum, (3) Cement, (4) Fertilizers, (5) Hydrogen, and (6) Electricity. Each sector contains specific 8-digit Combined Nomenclature (CN) codes.

How are direct (Scope 1) and indirect (Scope 2) emissions calculated?

Direct emissions (Scope 1) are calculated from process and fuel combustion during production. Indirect emissions (Scope 2) are calculated by multiplying specific electricity consumption (MWh/t) by the country electricity grid emission factor (tCO2e/MWh) from official EU/IEA datasets.

Can carbon prices already paid in the country of origin be deducted?

Yes. Under CBAM Article 9, importers can claim a reduction in the number of CBAM certificates required if an explicit carbon price (e.g. UK ETS, Korean ETS, Canadian carbon tax) was effectively paid in the country of origin without export rebates.
